to the Public Security Departments of the major

military districts and the Public Security Administrations of directly-
controlled municipalities prohibiting free travel in Sinkiang Province.
The order stated that members of the general public *hould not be permitted
to travel in Sinkiang Province without adequate justification for making,
Comment. This order restores for Sinkiang Vrovinoe the "Liberated
roes ravel Permit System" which was generally abolished after the Chinese
Communist seizure of mainland China. Its purpose is to maintain secrecy
for national defense activities which take place in Sinkiang. The order
applies to all persons in China, including residents of Kansu Province.
