1. In mid-December, four senior cadre members from the Central and South China
Naval Command and one Soviet adviser left Canton for Swatow on a trip to in-
spect coastal defenses in the Kwangtung-Fukien border area and naval defense
units at Swatow, and to make plans for expanding naval defense forces.
2. On 20 December, the Supply and Service Command of the Central and Scuth China
Naval Command shipped 17,000 khaki uniforms from Canton for use in units under
their command. Of these, 7,000 were shipped to the Hankow area, 5,000 were
sent to Yulin (109.34, 18-13)j, 4,000 were sent to Haile'ou (110-20, 20-03),p and
1,000 were sent to Chanchiang (109-49, 22-54).
3. The number of workers and shifts at Whampoa Dockyard has been increased in
order to increase the output of 200-ton wooden, motor-driven boats. Two hun-
dred large and small boats were delivered to the Central and South China Naval
Command and sent to Yulin and Haik'ou. The existing labor and materials at
Whampoa Harbor are sufficient to permit the completion of seventy 50-ton land-
ing craft, twenty 100-ton landing vessels, and twelve 150- to 200 ton motor-
driven transports by the end of April.
