vote in the city, and so increase the number of votes for Tudeh Party
candidates in Tehrane
1. The Partisans of Peace are not included in the Tudeh-f rant "coalition because
the organization is internationally known to have Soviet support and, therefore,
cannot properly participate in internal Iranian affairs.l If the coalition
candidates are not elected, the Tudeh Party will be able to "save face" by
claiming that neither the Partisans of Peace nor the Party participated in25X1 X
the elections. Although the coalition candidates are described in all
publicity as "independents" or as members of one of the coalition front
societies, the "independents" in reality are either Tudeh Party or Partisans
of Peace candidates*
