These regulations stated that "Due to the number of complaints being made to postal authorities, regarding mail forwarded to and received from foreign countries, the Minister of Communications has decreed. that all such mail will be accepted by the postal authorities, and will onlry be turned over to receiving individuals upon proper- personal identification and signerk ire?' 2. Lumedlately after the!-;e regulations were posted all individuals sending mail to foreign countries were forced to present the mail personally,, to identify themselves, furnish their address and identity card number, and sign a registry book., 3:, Fcreign mail arriving into Rumania is delivered to the receiver by the postman, who must get the receivers name, address, identity card number, and personal signature before giving up the mail In case the receiver is not found at home, the postman leaves a notice of mf.?.l arrival, which instructs the receiver where to apply and how. to receive h_,s nail. i,henever the receiver applies for nis mail he is forced to go through the identical procedures already mentioned above before receiving mail.. As a result of the regulations, the inhabitants of Rumania for:,rarding mail t.t~ fcreign countries, became very caroful in forrniag the text of their :5.r+tE-rs, and reduced. their correspondence to a minimum.
