1. Rumors current in Hanoi state that the French have hinted to the Democratic
Republic of Vietnam (D9RV), they would desire conferences with the 6 March
1946 agreements) as a basis of negotiations. The MV is said to have
replied that they would negotiate only after wit edrpLwal of French troops
from Indochina,
2, Political circles in Hanoi do not expect the French to negotiate with
the DRV. Most of the politicians believe the MV Army will ultimately
force French evacuation.
