Regulations. for Observation.
Every resident:'- family (house) must keep a .copy ..of....the_. Reoord . iOck in
its possession.
No alterations are permitted.. Do not write in pencil. The head of the
house must keep this record book carefully. In case of loss he must at
once report to the Public Safety administration concerned and apply, for
a new one
Proceed as follows in case of any change -
a. In case of death, this Record Book should be submitted at ones-to. the
Public Safety Administration concerned for.., registration. No dead, person
may be buried unless a Burial Permit has been obtained,
be In case of birth, this Record Book should be . submitted.:.to..the Public
Safety Administration concerned for registration within _15:..days after the
birth, A Birth Certificate. should be secured.

increase or decrease of numbers must be reported to the Public Safety
Administration concerned within twenty-four hours., to . have.. the:,fsots

In case of the entire household removing to a new place, the following
steps must be taken before the removals
as If the entire household removes to a new place within the area of
this Municipality, it is only necessary for the holder to submit the
Record Book to the original Public Safety Administration to have the
facts recorded, and to secure a Removal. Permit:, ::with which the elder
will go to' the Public Safety Administration of the nex_,plaoo: for re-
cording and registration. The Record Book can be used as usual,
be When the entire household removes to a place outside this Municipality,
the Record Book must be surrendered to the original Public Safety
Administration,and a Removal Permit secured.
When a member of the house finds it necessary to stay away for the night,
or when a visitor wishes to stay in the house for the night, the fagots
must be entered in the column provided in this book, which shall be
submitted to the Public Safety Administration concerned for registration
and endorsement of the entry.
