was seen in a car ~
2. Comment. The *m1ication of this report is that Giau is
negotiating with imvortant officials. Giau was 25X1,
reported to be a rival to Ho Chi Minh in 1949; however, he has served
the Democratic Republic of Vietnam under Ho as Minister of Information
since early 1951.
