I. On 13 December 1951, the Farmers and Workers Democratic Party held a amen
discass.:_on meeting in the house of PrENG Tse can CIO .111% ) at which various
protlem3 relating to the international and domestic situation and policies
for the coming year were discussed. Among the 12 people attending were
CHI Fang, HUANG Chi-heiang, YANG Po47"ai ( ,/f15,11g ), and CHUAKG Ming-yuan

2. CHI 178ng expressed his viewson Chinese Communist policy in the Korean
War as :ollowsz
a.
The United States has been insincere- in seeking a ceaee-fire agreement
beeause once peace is attained the American Government would no longer
ha,,e an excuse to make its people prepae fpr wale.
b. The United States fears that if a cease-firs agreement is reached,
Chfnese Communist troops from Korea may renace Taiwan or assist in
the liberation of Southeast Asia. ,
c, Once the military phase of the Korean problem is fininhed, problems
would immediately .rise which -Coe Uniteo States is in no position to
so:.ve by political means.
d. The Chinese Communists' policy is to see political solutions to
mi:itary problems, and their final goal is still admittance to United
Nations membershiee restitution of Taiwn? and a restored partition
of Korea.
e. The Chinese Carmunists are unable to bring about an immediate cease- -
fire in Korea without forcing the Soviet hand in international dealings,
but they are unwilling to expand the fighting..
