1. In January 1962, the Chinese Communists were organizing a new field army in
M?wiohuria under Soviet supervision. This army was to be the most powerful
force in the Far East. Many Chinese-speaking Soviet advisers, formerly
attached to the 4 Field Army under LINPiaog were attached to the new field
army. There was a strong possibility that this army would have a Soviet
field commander when training ended.
2a The Inner Mongolian Autonomous District Goverment has requested arms and
equipment from the Soviets.
