5. A new hydro-power plant, under construction some distance from

8. Access roads in a poor condition were partially renewed. A
railroad connection was available and being extended.
9. Construction work force: 350 civilian laborers and 350 PWs.

10. The construction started in the Spring of 1948, and the ad-
ministration, a. machine shop, and the laboratory were the
first buildings to be completed.
11. The main plant building of the hydrogenation plant, under con-
struction since the Fall of 1948, was to be completed by 1950,
a target date which, according to source, could not be meta.
Soviet engineers said, that the coal will be processed by the
Fischer-T'ropsch-method but no technical installations for this
type of process were obserfed.
