The Central Supply and,Service Department and various subordinate departments. so The Central Cadres' Control Department and various subordinate departments, which are concerned with all military cadres who are not CCP members nor members of the CCP Youth organization. f. The National Defense Study Group, which is composed of ex-Nationalist high. ranking officers, like FU Tso?yi, and is of only minor significance. 2. The subordinate organs of the RMC, except the Central Command of the tp have no direct connections with similar organs in other, or lower ranking, administrative organizations. For example, the PAFD is corcerned with militia matters, but the various Major Military Areas also have their own People's Armed Force Departments, which are concerned with militia matters. However, there is no direct communication between the two. All matters originating with the PAFD of the RRMC are passed to the RMC itself, where they are reviewed by MAO Tee-tung, who then passes them to the Central Command of the CCA which forwards them down through the appropriate Major Military Area. All action involving the Departments given in sections a, b, d, e, or f,'above, is taken in the name of the RMC, after review and ratification by the INC itself. This is the way in which MAO Tse-tung, as head of the State, controls the military organization. Comment. The above does not agree with available information rom a er agenc as on the organization of the RMC. Comment. Presumably this means the North China Army Group.
