The D n cr tic Republic of Vietnam (DRV) dispatched a.group of high-ranking
cadres to South Vietnam on 5 December 1951 for the purpose of reorganizing
military and administrative organizations in that area. These persons were
assisted, by the South Vietnam Labor Party Cnittee and. the South Vietnam

duties and transferred to Central and North Vietnam for training.
Over 20600 customs officers and officers in various finRncial
organizations were relieved. of their duties and transferred for
training.

Designations for 14 guerrilla companies were celled, and 11.1

Six arsenals have been reorganized and three have been.abolished or
consolidated.. Two hundred thirty arsenal workers have been trans-
