la The Soviet military authorities are building up Rumania as the base from
which military offensive or defensive action will be organized in case of
warm It is reported that the Soviet Headquarters for the entire Rumanian
area are located in Odessa.
2. A considerable number of Soviet troops have arrived in Rumania since
December 1951 from the Soviet Union. These troops are mainly concentrated
along the Rumanian-Yugoslav borders where they engage in frequent maneuvers.
4. Despite the existing terrorism and police control, open dissatisfaction has
been observed recently in conversations between Soviet personnel and Rumanians.
