On 22 December HSU Chienmkuo head of the public security
administration of the East China Military and Administrative Committee,
galled a conference in Foochow. It was attended by CHANGTing?chtengg
r h airmr3.n of the Fukien government., and LIANG Kuo-pin, director of the
Fukien Public Security Department. Plans were made at the conference
take a complete census of all residents along the Fukien coast withi
x:t two months; to organize Fukien fishermen into counterespionage
teams and to recruit 328 college and high school students to aid in thi
s e=.ua i ty work.
