In the course of the winter of 1951-1952 large cracks had appeared on
recently resurfaced Hungarian concrete roads.
8 April 1952
The Russians took it for granted that the quick deterioration of the
roads was caused by voluntary or involuntary negligence in the production of
concrete, rather than by the rigors of the winter. Therefore, as of 1 February
1952, two Russian experts had been placed in each of the Hungarian cement factories
as supervisors.
