Beta een 15 and 25 January 1952 CH OEN Mar= Yuan, commander of the 13 Army Group of the !t Field Army and vice-chairman of the Kwangsi Provincial Government, inspected Kwangei coastal defenses. His movements were as follows: a. 15 to 18 January. He inspected Peihai (109-05, 21-24) and Hop 'u (109-16, 21-38), where he gave directions concerning the organization of fishermen and concerning the Land=Reform Anti-Thugs (sic) Movement. He also inspected armed foarees stationed at the Kwangtung-Kwangsi border, b. 19 to 23 January. He inspected Ioungmenchiang (108 , 21- ) and coastal defenses of the 43 Army in the Cheinchou (108? , 21- ) region. He also irisnected Chinese Communist naval_ patrol units. at. Ch inchouwan (108- 21- . c. 24 to 25 January. He inspected forces stationed at Fangchaeng (108-23, 21-A446) and Tunghsing (1O7m58, 21-33). d. 26 January. He entrained for Nanning, via Ningming (107-07, 22-09). CHIEN expressed the following opinions as a result of this inspection trip: a. Defenses manned by forces stationed in the coastal regions of Kwangsi were 3trong, and the production movement was being pushed vigorously forward. to. Sea def ens ,- a were found 'e ak at. various coastal points. c. The second ,st4ge of land. reform had been pushed forward strongly and should be completed before the autumn harvest of 1952. d. Widespread organization of fishermen was being carried out to increase the production of the fisheries.
