In September 1951, the political department of the Yunnan Military District
sent a group of political cadres to Vietnam, Laos, and,Cambodia to begin the
work of leading. Communist political agitation and to support Commtnist armed
activities in these regions. SUNG Jen-chf iuug ), political
commissar of the "Tunnan Military District, is directly sponsible for the
group.

The group is concentrating on low-level natives and overseas Chinese. Included
among the duties of the group are the collection and forwarding of intelligence
and the recruitment and training of agents.
A headquarters has been established at Luang Prabang, Laos under the name
of "Minority Racial Region Service Corpse"t Branches have also been established
at Langna (;~i , Laos and Chinpien (4j . ) 1 Cambodia.
The Luang Prabang headquarters is under TIAO Chia-chu Others
active in the Luang.Prabang group are:
a. CHIU Hsun a native of Yunnan, aged 47. He is manager of
the Yuehua (' ) Leather Factory at Langna.
b. HSIUNG Kuo-sen (/?V a native of Saigon, aged 112. He is head of
the purchasing department of the Yuehhua Leather Factory at Langna..
e. KAO Szu-i (k a native of Hunan, aged 45. He is assistant
manager of the Yuehhua Leather Factory, and once served in the
organization department of the Yunnan Military District.
The Langna branch is under CHU Shao-hsiang ()
t . ), a native of Kwangsi,
aged 37. He is a Chinese Communist Party member.

6. KAO Chiu (~ also known as KAO Laos, or Tall Fellows is actin in the
Chinpien b ch. He is manager of the Tahua (. ,-$ ) .estauran.t at Chinpien,
and is the responsible Chinese Communist agent fo. the labor mov'em;;nt in
Cambodia.
7. There are about 60 additional cadres in various business and trwasport
organizations throughout the area.
8. The communications and transportation section for the group is under HOU
g (~~,, ~) s a native of Kiangsus aged 42. He operates the Weiming

( `~ a Transport and Trading Company at Luang Prabang.
