OF ENCLS. (LISTED BELOW) SUPPLEMENT TO REPORT NO. THIS IS UNEVALUATED INFORMATION 1, The S.pLeme Planning Commission is composed of several departments and two auxiliary groups. The departments are located in three different buildings in Bucharest9 namely- a, Calea Dobrogeanu Gherea No. 2 b. Calea V. Kuibasev No, 29 Calea Academiei No. 5 The two auxiliary groups are: a. The Price Control Commission, which works under the supervision of the Planning Commission, Calea Dobrogeanu Gherea, No, 2. b. The Central Office for Statistics, located at Boulevard General Magheru. 3. The Commission has departments for all branches of the state economy, including Heavy Industry, Light Industry,Foodstuffs Industry, Internal Trade, Foreign Trade, and Transport. It also has cooperative societies as well as a Coordinating Department. 4. The General Plan has been worked out by the Head of the Commission in cooperation with the heads of all departments and ministries. At a special meeting the need of each department was discussed and balanced according to political and economical conditions and requirements. Each department has a permanent representative (consilier) at the Commission who is entitled to check the execution of the Plan in respect to his own department. S. OFFICIALS ONLY representative. The Coordinating Department is concerned with the execution of such decisions. The President is assisted in his work by two Deputy Presidents? . In its execution the Plan is always flexible and subject to alterati.on.,s. After it has been fixed for a particular period by the Commission, the Departments are informed of the results which they pass on to their "Trusts" which, in turn, are charged with informing all enterprises under their control re- garding the volume of production that will be required of them. Each Department in turn has its own planning branch, which. is directly in touch with the Supreme Commission. The enterprises are obliged to carry out the Plan after they have received the necessary funds and materials. Weekly reports on all enterprises are coordinated by the respective departments, who submit them to the Central Statistics Office of the Supreme Planning Commission. 6. Each enterprise has an official who is responsible for the execution of the Plan. Additional control is exercised through the Central Statistics Office, the "reflector" of the economic system. This office also issues forms on behalf of the economic administration, which helps to facilitate control. Finally, direct control is exercised through special officials who are sent periodically to the enterprises by the Ministries and by the Supreme Planning Commission. Their task is to make sure that the Plan is fulfilled and in case of delay to uncover the reasons. 7. On the whole the Plan has been fulfilled though there have been some branches in which production has fallen somewhat short of requirements. In 1951 about 70 percent of the Plan was fulfilled by the Cooperative Sector, 65 percent by the Foodstuffs Industry., 40 percent by the Meat Supply, and 65 to 70 percent by the Coal Industry. 8. The personnel of the Supreme Planning Commission is composed of engineers and plannersq all of whom are university graduates. At the end of 1951 the Commission had 1,000 employees. The Central Statistics Office has 29000 employees, among whom are statisticians, university graduates and minor officials. Forty percent of the staff are women. 9. The following miscellaneous information is submitteda a. There is no special control commission for the armament industry but only an Armament Department attached to the Planning Commission. The members of this Department are representatives of the Ministry of Defense and are mostly Soviets. b. There is no special transport control commission but only a Transport Department -There the Soviets have a decisive influence. A. Large quantities of metallurgical coke are imparted from the USSR, and from Poland. Exact figures are unk,-now . d. T'h Phoe~_.IX NNork at. Baia P=are and the :rr: Tarriavefi (Dicio-San-Martin) as well as other works in Transylvania have been enlarged in 1950-51. These have increased the production of caustic soda and soda ash. e. Large quantities of bitumen are exported to the USSR. f. Only a small part of the Forestry Plan is being fulfilled and many changes are taking place in this industry. g. The hydroelectric station at Bicaz, which is to produce 200,000 kilowatts., is almost finished. The thermoelectric stations on the Danube Canal are said to be ready to start work in 1952. Though the Five Year Plan had foreseen the electrification of 2,000 villages by 1955,. no preparations have been made so far to reach even this comparatively modest target.
