Ulbricht and Grotewohl had been vestioned. in Moscow concerning tl,te probable reception by the West German parties and people tif the signing of the contractual agreement. Leaders of the SED are of the Opinion that the agreement may be signed by the middle of May 1952, whereas the Soviet authorities believe that it is still possible to hinder the signing. TUrning to self-criticism, the polithtfro discussed the failure of the SED tO influence -various social and political strata in West Germany. It ltas admit-tett that West German resistance to the SED is still greater than the resistance to the projects for rearmament and joint action with the United. States. The members thought that the first Soviet note (10 March) had been a great help in_bring-ing wide circles of West German opinion closer to the Soviet view, but concluded that the note had come -at too advanced a stage of Western. development. While the Politbtro felt that the contractual agreement cannot now be preventet, it_noted that considerable time remains before ratification by the 11=destag. The_Russiaas will apply continuous pressure on the West for a four-power meeting, and. the $ED will take immediate steps to mobilize the West German population. During the discus/lion of action in West Germany, the point was made that strikes, demiOnstrations, etc.? will now be more difficult than ever, since the American forces in West Germany are prepared for an emergency alarm under the clause in 25X1 the agreement giving the Allies full powers in the event of a treat to public security through Undemocratic uprisings.
