1. In February 1952 the Chinese Communist Military and Administrative Commission,
established immediately after the Coa mists took Hainan Island, was the highest
military and. political organization on Hainan Island. It was'directly under the
jurisdiction of the Central and South China Military and Administrative committee,
but actually took its orders from the Kwangtumg government. Officials of the
