1. a. SAG Kabel has scientific and technical control of the Scientific
Technical Bureau No. 4. The Russian initials for this Bureau are
111173-4. To the Germans, the Bureau is more usually known as EFEM -
01ntwicklung und Fabrikation Elektrischer Messinstrument4.
b.EFEM is situated at Ber1in-Obersch8neweide. has a German director,
Stanneck? and a female Russian director, Borisovaj the latter was
previously at OLTZ (See paragraph 2 4.; b.) A certain Filipenko, who
was the Russian director in 1951, has now left. EFEM is attached to
AEG, Treptow, for administrative and economic purposes.
a. EF EM receives electrical research and development assignments for the
USSR from OLIZ (German form, ?LIS), Leningradland from three Russian
miniatries. EFEM also conducts research for the DDR.*
b.
1-); The word ()LIZ is taken from the initials of Obsbehesoyuzny Leningrad-
Ski Instrumentalny-Zavod,.the Leningrad All Union Instrument Factory.
OLIZ is otherwise known as Leningrad Works No. ,531.** The director is
now a certain Dr..Danski. Sometime in 1951, he replaced Afanasiyev.
NO Germans from EFEIA,have ever visited OLIZ,
OLIZ exhibited some of its products at the Leipzig Fair in the
autumn of 1951. They included waterproof instruments for naval
usel such; .as rotary current phase meters and portable single
phase real power meters 5/217/50 amp. 150/300/450V; also, laboratory
instruments such as thermoconverters 5 mA-1000 mA and frequency
meters 500/1000/2500/8000 Hz, 36/100/127/220 V.

-MEP -Ministry for the Eldtrical Industry (Ministerstvo

MPSS Ministry for the Communications Equipment Industry (Ministerstvo
Promyshlennosti Sredstv Svyazi).
MES -Ministry for Electric Power Stations (Ministerstvo Elektrostantsif).
3. Russian assignments reach EFEM through SAG Kabel.. Equipment is dispatched
directly from EOEM to the USSR. Correspondence concerning such equipment
passes nOrmany through SAG Mabel. Correspondence from OLIZI however,
may go straight to the Russian director Horisova.
4. MEP has given EFEM the following development assignments for 1952:
a. TherMoelectric current meter, 20/100/300/500/1000 111A, size 50 x 50 x 30
(?.mm), weight 0.6 kgs-
Needle instrument, rated frequency 400 Hz (Zeiger-Inatrumente,
Nennfrequent 400 Hz).
Dial frequency meter for laboratory use.
d. Current meter (moving iron) for high frequencies.
e. Voltmeter, (moving iron type) 125 and 150 V, 300-600 Hz.
f. Real power meter.
DC compensator, to measure with 0.02% accuracy.
Ballistic measuring equipment.
i. Impulse current meter with thermoelements of specified inertia,
measuring range 400 mA.
On 29 October 19511 Shabanov, head of the scientific department of
SAG Kabel? visited EFEM. He stated that the following assignments for
Russian ministries, originally due to be completed in 1952, MUst be ready
by the end of December 1951:
? Test apparatus for selenium rectifiers.
b. Portable DC recorder (Tintenschreiber).
c. AC loss coefficient bridge.
d.. Test apparatus for specific wattage_ loss..
e, Ballistical test ,apparatus for testing magnetic material.
