In about December 1951 the Chinese Communists were instructing relatives
of overseas Chinese t? write them saying that: everything was going well.
and China was making great progress and suggesting that money. be sent
home,. They were not to say the money was being extorted. The letters
were to be delivered to Chinese Communist representatives for mailingb

In December 1951 FANG I (2455/3b15)l, vice chairman of Fukien, organized
a group of Chinese Communists to investigate-those residents of certain
Fukien communities who had overseas relatives. -The communities included
Cheuanchoia (118-31,., 24-51~) and Changchou (117-~2, 24-32)4 These Fukien
residents were req~.ired to give their name, addresses, ages, occupations,
party affiliations, and connections with the United States or Nationalist
Government.

In February 1952 LAN Han-Ch'ing (4691/1383/32302, assistant chief of finance
of the Central and South China Military Area; FANG Fang, chairman of the
Kwangtung Reform and Reeonstructian Corrunittee; LI Ch'ien-Chung 0621/05'78/
0022), head of the Kwangtung Tax Department; and others were asking .residents
of Hsinhui {113-06, 22-34), Chungshan (113-36, 22-22), TQaishan (112-4g,
22-15), and other hsien about their overseas relatives in the United
Stites and remittances from them,
