In case .of death, the family of the deceased must obtain a hospital or doctor's certificate stating the cause of death. This, together with all ration cards which the deceased possessed, must be presented to the Bureau of Vital Statistics in order to obtain a burial permit. the identity card of the deceased need not be returned to this bureau as a condition for the issuance of the burial permit. 2. Where the deceased has no family or relatives, the People's Council (Sfatul Popular) complies with all the formalities required by the govern- ment. 3. If the deceased is an employee of the state, his family is given 8,000 old lei by the Cadre to help defray burial expenses. 4. Funeral arrangements are made with state-.managed undertaker establishments which charge 17,000 old lei for a third class funeral, 22,000 old lei for a second class funeral, and 25,000 old lei for a first class funeral. 5. Embalming is compulsory only in cases where burial is delayed for a period longer than two days. The cost of embalming is 1,000 old lei. 6. A grave may be rented for a seven year period at?a cost of 1,500 old le-1. After the expiration of this period, the remains of the deceased are placed in common graves (sic). 7. In connection with the burial the state does not require a religious ceremony. If such a ceremony is held, however, the clergyman's fee is paid by the family of the deceased in accordance with the family's finan- 25X1 cial ability. clergymen are no longer paid by the Ministry of Cults. Upon applying for admission to the university, the student must present his previous school records together with a curriculum vitae. These are examined by the admissions and political board of the University which then decides which course the student must follow. 2. Study of the Russian language is compulsory for all students. Unless a student can successfully pass examinations in this course, he is not permitted promotion to a higher class. Also compulsory are courses which are entitled Planned Soviet Economy and Socialist and Capitalist Political Economy. Classes in military theory are also included in-the university curriculum. During the fall, winter, and spring, all classes are given military theory lectures for three hours a week. During the summer, students must under- go practical instruction and field training under regular Army officer instructors. Students whose parents were merchants or owners of property subsequently nationalized must pay tuition fees varying from 50,000 old lei annually. All marks given upon completion of courses must be approved by the Union of Working, Youth (U.T.M. - Uniunea Tineretului Muncitoresc). the U.T.M. sponsored compulsory "re- creational" gatherings every two weeks which were attended by both men and women students. Conduct which could very easily be described as immoral.-was overlooked by the U.T.M. chaperons. the opinion that lack of moral restraint $ k*couraged.
