The Centralni Odbor Narodna Tehnika (The Central Board of the National Technicl' Organization) which is operationally associated with the Vanarlijski Vbjni Vas pitande (VVV; Paramilitary Training Organization), has its headquarters at 5 Republike Square in Belgrade. The president of the Central Board at Belgrad- is Franc Leskosek, former chairman of the Federal Council for Machine Construc tion. The vice president is Ladislav Ambrosio, who is also president or tht Letalska Zveza or Vazduhoplovni Saves (Aeronautical Association). The liaisoD officer, who coordinates the work of the Narodna Tehnika (NT; National Technic Organization) with the Yugoslav Argy, is Lieutenant Colonel Drago Popovic. is a Olavni 04or (main Board) of the Narodna Tehnika in every Yugoslav repubi),7 The mean function of the Narodna Tehnika, which came into being between 1947 aAd 1948, was originally to provide the Yugoslav people with technical training. However, since 1949, through the medium of the VVV, it has organized an extens program of paramilitary training. ".1 e Member associations The following associations, with branches throughout the various republics of Yugoslavia, are members of the NT: a. Zveza Radioamaterjev (Association of Amateru Radio Operators); b. Zveza Letalska o; as it is known in Serbian, Vazduhoplovni Saves (Aeronaut - Association); 0. The main board of the NT in Slovenia, known as the Ljudska Tehnika Slovenije, has its headquarters at 2) Celovska Street in Ljubljana. The president ani sscretary of the board have been respectively identified as Milko GOrSie and Jane Nedog. The NT in Slovenia has same 500000 members. The following aaao- ciations all of them with main headquarters at 23 Celovska Street in Ljubljana, are connected with %e NT in Slovenia: a, ?Zveza Radioamterjev Slovenije (Slovene Amateur Radio Operators Association). with 35 branch associations throughout Slovenia, and some 40500 members. Since 19489 approximately 13500 amateur radio operators have been trainee this Association; b. Zveza Letalska Sloventje (Slovene Aeronautical Association)0 which has approximately 3,000 members throughout Slovenia and has at its disposal some 40 airplanes and gliders for training purposes. This association haa trains* some 10000 glider pilots 0 1,000 parachutists and 150 airplane pi1ota6 c. Zaa-za Avtomobilako-Motociklisticna (Automobilist and Motorcyclist Associatian) which has approximately 189000 members throughout Slovenia. To date, thia aaaociation, which operatea 15 driverss schools and 26 student repair shops in. Slovenia, and has at its disposal some 80 automobiles and 80 motoroyclea? has trained approximately 59000 drivers; d, Zveza Foto-Kinoamaterska Sloverije (Slovene Amateur Photographers Assoaiation), which has 39000 members throughout Slovenia; e. Zveasa Pomorsko-Brodaraka Slovenije (Slovene Naval Association) 0 with 20 subordinate associations throughout Slovenia and an over-all memberahip of 29000; f. Zveza Elecktro-Strojna Slovenije (Slovene Electramechanias Association) 0 of recent areation, -with 50 subordinate associations and approximately 49000 members; throughout Slovenia; and g, One hundred and fifty HPionirn Muth Groups) throughout Slovenia. Paramilltary nature of the NT 5* Close collaboration exists among the various NT groups, the Yugoslav Amy, the ? Zatza Borcev (Union of War Veterans), the Protiv Avionska Zasta (PAZ; Antiaircraft Defeaae Organization), and the ProtiV Hemiska Zaztitt (PHZ; Chemical Warfare De- fense Organization). The pilots, parachutists0 automobile drivers and motor- . I cycliata, photographers, navigators and radio telegraphists trained by the variow NT member associations, are valuable manpower to the Yugoslav Army. 6. Inasmuch as a modern mechanized. army needs soldiers experienced in the use of all . types of technizaj and mechanical evipment9 it is important to give the NT membeaz , a versatile training. Hence, parachutists must leard the Morse codes how to operata radio-tranamittirg apparatus and be able to send and receive messages. They mu know photography, how to drive motor vehicles, cycles, tanks and must learn carto- graphy, topography, et cetera. Pilot training is not given only to members of the Aeronautical Association, but to all youths who belong to the NT. S, OFFICIALS ONLY the Naredna Tehnika(nentioned in paragraph 3 above), collaborate with each other in the training of Yugoslav youth, and at the same time, each association col- laborates with the Yugoslav Army, the VVV, the ThrOn of War Veteians? th 'PAZ, PHZ and the Streljacka Savez (Sharpshooter's Association). The primary objective of the NT and of the various member associations is to gsee all members intensive military training so that in the event of any emergency,th will be ready to fight as expert soldiers. The activities of the NT of the utmee: importance are arousing the entire Yugoslav population to realization of the nesses- sity of being prepared for defense against possible aggression, and in encouraging the population to support and assist in the paramilitary training program ? Theee activities include sham battles, competitions and demonstrations of earioua typee. 512.21.1?I:APlit 8. Al]. membere of the NT associations in Split have had training in the use of military weapon while at the present, time all members of the Aatomobilist and Motorcyliet Association, the Naval Aseociation, the Aeronautical Association and the Amateur Radio Operator's Association are being trained in photography. The Aeronaetecal Association has assigned twenty of its expert parachutists to the Automobiliet and Motorcyclist Association to train its members. Collaboration of the NT with the PAZ, PHZ and the Red Cross is still in the early stages. 9. arcs 1950, the members of the NT in Split have carried out the following actisisiee2 a. During 19505 the NT held four different partisan maneuvers. On these four ea- casions, the members of the Automobilist and Motorcyclist Association acted aE couriers and transported supplies and materiel. The members of the Amataur Radio Operators, Association operated transmitting and receiving set e, and in general took care of communications. The remaining members of the NT who qad no special assignment, participated in the general maneuvers, Two simulated assault landings, one at Brac Island, and the other at Soles Island, have been staged by members of the Naval Association, with the var,oee craft at their disposals 'fee t In cooperation with the Yugoslav Army, members of the Aeronautical Associataen have constructed a practice bridge, and members of this association who have been trained as parachutiet-saboteure use this bridge in their damolitisee traindngs d. Members of the Amateur. Radio Operators' Association are being trained in the selection of sites for the installation of radio transmittera and reeeiving setss in the technique s of camouflaging radio apparatus, et cetera. Instructors 10. The Union of War Veterans and the Yugoslav Army furnish experts to direct spectasisea military and technical courses for the training of NT members.
