Recent negotiations at P'anminjom confirm that Chinese Communists have gradually
taken the iniative. away from the North Koreans so that now .NAM 11 is merely the
spokesman for Chinese Communist views. Chinese Communist delegates are in
constant communication with Soviet political advisers and. are respon=sible for
all actions at the senior staff meetings.
