1. An "inner cabinet" has been formed to coordinate measures for the protection
of the DDR. Its chairman is Walter Ulbricht. The other members are. Willi
Stoph, Minister of the lhterior; Wilhelm Zaisser, Minister of State Security;
Werner Eggerath, State Secretary for coordination and, control; Attorney
General Dr.. Ernst Melsheimer. This group works directly under the Soviet
Control Commission.
2. The first measure ordered by the inner cabinet was the subordination of the
police (HVDVP) under Johannes Warnke, State Secretary in the Ministry of
the Interior. Next was the recruitment of labor gangs to construct barriers
along the zonal border.

are mainly concerned with military defense or with counter-espionage.
