1, Permanent liaison is maintained by the DDR Zentralamt ffir Forschung
and Technik (Za1T)*with two Russian organizations: USIG, the Admin-
istration for Soviet Property in Germany, Berlin-,,eissensee, and. a
research office of the Soviet Control Commission in Karlshorstd
2, (Fnu) Y'eryomixa_ i*and (fru) Levien are the Soviet officials who deal
with ZAFT on behalf of USIG. Liaison between the SCC research
office and Z,FT is maintai (fnu) Postnikov and (fnu) Cibomyakov

office, while the latter tw ussians have never appeared there,
3. USIG interest in the research organization is limited to those
projects which have a bearing on the production of the SAG's. The
liaison officials have frequently passed requests for research on
hydrogenation, general chemical synthesis, and production of tars,.
etc.
1a, The SCC office, on the other hand, exerts virtually complete
control over ZAFT operations. After the organization's research
plan. for a certain year has been established, Z4T's chief, Prof,
Werner Lange, presents it for inspection to the office of Postnikov
and Chonyakov. After two weeks, the plan is returned to Lange
aoproved or changed in part. All reports on research work handled
by ZAFT are passed to the SCC office monthly, quarterly, semi-
a..naually and annually. rostnikov and Cho nyahov also give research
orders to Lange who incorporates them into the Z:'a'T research plan with-
out revealing their Russian origin,
