2. PANG continmed: "To meet this decision,, it is necessary that we further increase
our activity in this Ministry. office hours will be changed as follows: all
persons will be at their desks at 0800 instead of 0830, and will remain iz t L1
1830 instead of 1700. Completely efficient operations will be required during
this emergency by all persons both in the Ministry and the field."

Security. There is also the possibility of fabrication, although there has
been no suspicion of the past reports from this source.
Comment. It is doubtful that the source heard of the meeting from a high
