SUPPLEMENT TO REPORT NO. Since the construction of a Soviet submarine base at Mangalia, the area has been completely evacuated. According to inhabitants who have observed the port activities from a di-stance, the harbor facilities are now sufficiently developed to handle a steady traffic of surface vessels. These ships, which are of medium tonnage, re- main at the port only long enough to disembark their cargoes, depart- ing promptly and returning wa.th fresh cargoes after a period of eight or ten days. Submarines have also been reli ally reported and their movements observed. It is noted that they also remain in port only a short while.
