2. VD Industrieentwurf Berlin consisted, until the beginning of' 1952,
of i single works employing 300 people. In early 1952 the enter?
Prise was split into two separate adniniztrative establishments;
bota still located, however, at Am KBlnischen Part, Berlin SO. The
reasens for the split seen to have been Le encourage corpetition
and thus increase effic'ency and to reduce in size a unit rfiich
threatened to gain a ronopoly position.
3. A cmtributory factor in the separation nay have been the lack of
SD members in the enterprise. There are only 50 Part- members of
the 530 cmDloyed at works one; the number at the second works is
onl? slightly higher.

member. F. rinnig is Betriebsleiter of the second works, Otto
Forst is technical chief. In the future betel establishments are
to employ about 500 workers,. The eeployees of both enterprises are
mostly architects, technicians, traffic and transportation exports,
engineers, metallurgists and the like.
5. Each of the plant3 enumerated above can wora in any part of the
DDR. The tasks ssigned the individual enterprises include the
planning and comtruction of all buildings or VEB's, planning and
construction of 311 Government structuree a well as those for the
SED, and planning and construction of special projects for Eaetern
bloc nations. ell projects undertaken, however, must have been
previously approved.
6. The procedure :or a construction project is as follows: the crganiz-
ation concernel submits the plan to the ninistre, under which tie
originator falls. The ministry passes the plan on to VED Induttrie-
entwurf with alded technological data. tn Endustrieentwurf, tie
project is filst put in the hands of the :Ore Preparation Depar4ment
!each sends eerveyors to the site and rkeeh negotiates necessary
contracts with the requesting organizaticu. The contract stipuLates
that VED Indestrieenteurf will be responsfble for the planning ,f the
project and eill have supervision of the coestruction
7. The next eLep is the drawing up of a roue architectural plan (Eohplan)
by the araUtectural section of industrieenewurf. Lext the project
is proceed by such technical department. as Statistics, Steel . Iron

stallatica, Sanitation installations Beat und Ful and Traffic Peanning.
Then the plan is passed on to other planning seceions, such as Calculation,
Laterial ano Transport Supply, and Freight Control. The result a ere-
liminare construction plan which is forwarled to NI ministry for 2pproval
or alteeations. Finally, VED Indestrieentrecf mates up a final plae.
Funds are made available by the ministry ceecernec through the Deutache
Investitiorebank.

9. In addition to These, the group also plate projects which are designated
merely by letteas or numbers; only a lirited number of section heads

concerns him. This type of construction project includes barracks and
other military objects and factories of strateric importance (wehrwirt-

projects for East bloc nations. Examples of this are a project on the
ADDS works in aldau Which manufactures gun barrels for the Russians*
the MILS plant in Derlin.Xeissensee which win. produce in 1952 00 lathes
for the turning of Fun barrels* the Daimler-Dane works in Ludwigsfelde
which turns tut tank motors. Projects undertaken for Satellite nations
Included the construction of chemical plants, Rumanian cement factories,
turbine installations and transformer works in China, and special met-
allurgical works. Letter and number designation: indicate to informed
