In late May 1952, the Kwangsi Military District decided to transfer five public security batt lions (1129/7130) of the Kwangsi public security forces to public security units in the garrison headquarters of Nanning, Kueilin, Lluchou and VOUchou01 2. This transfer WAS to be effected during June andombon completed, certain new measures were to be inaugur bed, such as the follawIngi a. Urban security work, including the garrisoning of factories, organi- zations, highways, and mountain passes which formerly fell under the public security bureaus, will be made the responsibility of the public security forces, i.e., troop units& b. Public security bureaus of important cities will expand to strengthen security work in rural districts; they will inorease the number of . stations and personnel in villages (6763), commanderies (6966)3, and hamlets (2625) th order to intensify control over areas surrounding important cities& C . To purge remnants of anti-Communist thought, control of former Nation- aliat personnel retained by local public security bureaus will be intensified. d. Militia in rural areas and pro-Communist elements in cities will be drafted for police training to strengthen the city public security organizations.
