The already very apparent depression and apathy, resentment, and lack of
will to work are on the increase and everywhere people are so embittered,
and work as a result is in such a muddle, that it is a wonder anything
gets done at all.

o In Di6 sgykr an official of the Ministry of Communications, who was down
on an inspection tour enquired into the position of the delivery of wheel
rims and was told that none had been included in the plan for the second
quarter. He went to report this to the Ministry of Metallurgy and
Machine Industry and the officer in charge of the relevant section met
him smiling and saying that it was quite out of the question that such a
thing could occur. However, on looking through his papers, he found
that it actually was so and could not thank his colleague enough for
having unearthed..;this fact in time to repair the damage The plan for the
2nd quarter, which had been worked out and checked by the Ministry of
Metallurgy and Machine Industry and was approved by the Planning Office,
did not contain one single wheel.rim, either for the railways or for the
streetcars.

In Borsod asd the order form for a very important order from the State
Railways,M&V, for which the material was available, and the necessary
working time had been earmarked, was overlooked and not made out.

On about 22 April 1952, Alajos Tihanyi, A Deputy Minister of Mine's and
Power, went down to the Halimba Bauxite Mine to inspect the progress of
the new industrial railway.line being built to connect the mine with
the main railway network, He was met there by a delegation from the
Ministry of Communications and officials from the Board of the Maszobal
Combine. The Russians on this board insisted that the construction of
this railway line must be speeded up. The railway experts replied
that this could only be done if the necessary machines could be
delivered, and that these had been diverted elsewhere by the Planning
Office to more important projects. The Maszobal officials therefore
applied to the Planning Office for a ruling .end were Informed that this
was true, and in consequence the Halimba line construction had to be
suspended.
Apart from a certain malicious satisfaction at seeing confusion in the
ministries, this episode has not improved the morale in the Halimba
mine. The Manager, Bella Tetsenyi, who has had much experience in
opening other bauxite mines, both in Yugoslavia and other parts of
Hungary,-feels frustrated because he knows'it is impossible to continue
the planned expansion of this mine, for lack of machinery. There have
been several cases of severe punishment of absenteeism recently. Of
three workers who were arrested for this crime, one was sentenced to
g months9imprisonment and 20 percent reduction of wages and one to
1 year and 50 percent reduction of wages. The man with the lighter
sentence, was told that he was entitled to appeal but was advised
not to, since he would probably only succeed in worsening his case.
Emboldened by drink he put in his appeal, and was given the same
sentence as the second worker.
