SUPPLEMENT TO
16 On the basis of the material presented to the committee the DDR is capable
of raising an. army of 19200,000 men in case of an emergency,,, The committee
proposes the following.
Aa The establishment of an army of 3009000 men which is to be
divided as follows:
1. Ground:2209000
2,, Sea: 209000
3. Airs 60,000
B The police units are to be the cadre of the army,
C. Red Army equipment is to be used. The following weapons would.
be needed: 4,000 tanks, 12,000 guns (sic) three submarines,
one cruiser, and 200 ,aircraft,
D. Training is to be in three stages:
One day weekly training on caserne grounds for all those
capable of bearing arms,
2. Three month courses in specialized military branches for
those selected from the basic training course,
3. Officers and enlisted men are to sign up for four to six
years for cadre duty. These will train men in the first
and second stages, Six more months are required to train
existing police units for this duty,

E. The formation of a high command, to be located in Potsdam.
F. The formation of a service, also to be located in Potsdam,
which is to produce OB and war production intelligence and
to conduct counterespionage,
G..Fori,tion of a state secretariat directly responsible to the
pr'esidental office. The secretariat is to include. planning;
equipment, quartermaster,, budget and civil defense sections.
It will have authority to direct other ministries.
2. The decisions were submitted to a Red Army review commission on 10 June
which commented upon them as follows-
A. The three training stages are acceptable.
B. The cadre army is to be raised to 4009000 men of which 2909000
are to be allotted to the ground forces,, 30,000 to the navy,
and 809000 to the air and intelligence services,
C. The following Red Army supplies are to be turned over by l September-
19000 medium tanks
29000 heavy tanks
49000 heavy guns
?9000 light and medium guns
69000 trucks
200 one-engine jet planes
600 heavy bombers
300 light bombers
1,20 two-engine et planes
2 submarines
D. The formation of the national army is to begin by 1 September.
E. The equipment of the.police units is to remain untouched. Fifty
percent of the police.are to be transferred to the cadre army,

F. The immediate establishment of an intelligence service in Potsdam
Babelsberg, Trained SSD personnel are to be incorporated into this
service by 15 July.
G. The DDR is to begin arms production.
H. The Wismar and Rostock shipyards are to begin immediately the con-
struction of three submarines,, two training ships, and one light cruiser.
These are to be completed by 1 September, (sic).
