In April 1952 the Chinese Communist Government Admi:riistration Council, passed-
a resolution to transfer large numbers of people to Suiyuan, Ninghsia9 Karisu,
and Sinkiang and instructed the 'M ? tions to aid fully in
the implementation of this projecri -
There are two categories of migrants., as follows.-
a. Those who are being sent to the Northwest by force. This group includes
landowners and shipkeepers victimized by the five anti's movement;
counterrevolutionaries and other persons harboring improper thoughts;
loafers,, and dependents of all the above personse

adequate means of earning a living in their present localities. Any
one can apply to move to the Northwest through regular channels and
