On 17 April 1952 Fukien authorities reinstated travel controls for Fukien resi-
dents,,) and the Fukien Public Security Department started issuing three types of

Sungrr?sn. (121-r36, 28-22) and Shiht gang (121- 369 28-17)., which they explained was
to facilitate the en- orcemen.t of land reform policies.
On 16 Aprr%.1. Chinese Communist authorities imposed a curfew in Linhai (121-079
28.5,) and. Hua en (121.15, 28x?111) because of a rumor that 100 Nationalist
agents had infiltrated the area from Tachgen to spread poisons.
