1. On 4 June 19529 the Chinese Communist Party (CCP) Organization Department ordered
the local offices of the CCP Politburo and the Organization Departments of the
CCP Provincial Committees to expedite completion of rotational training for cadres
.in active services
2. This order pointed out that the three anti's movement had uncovered large numbers
of culpable cadre members in all levels of organizations. A few of these were
CCF and Youth Corps members who had lost their class consciousness, who had failed
to see things clearly and had consequently lost their class stand. The majority,
however, were non Party people (particularly members of retained staffs) who did
not know Communism and the aims of the CCP, who could not understand the nature
of the revolutionary regime., and who, consequently, failed to follow the concept
of service to the people.
3. The order further pointed out that Party and Youth Corps schools could modify
the instructions issued by the COP Organization Department in January 1951 so as
to provide that CCP and Youth Corps members may be trained alongside other active
cadre members during this program, and thus expedite the rotational training programol
This order concluded with the requirement that all cadre members in active ser-
vice must complete this training program before April 19530
2 5X1A 10 IIComment. A summary of the order issued by the CCP Organization
Department in the spring of 1951, providing for the rotational training
program for cadres in active service, is as follows:

Each training period will last for three months.

b. Subjects covered during this training period will include Communism, the
Thought of MAO Tse-tung., the Platform of the People's Political Consultative
Conference, a study of current events, and elucidation of policies.
c. Persons will be trained in rotation in the following order:
(1) retained staff
(2) new staff
(3) secondary responsible officers of departments or sections

At this time the CCP Organization Department required that all CCP and Youth
Corps members., without exception,, undergo this training in rotation.
The cadre schools in the various provinces were designated as the organizations
responsible for providing this training, and the training program actually began
in the spring of 1951. 25X1 A
Comment. According tolI a training camp was set up in January
1,952 at siahuhs ai ng in the Foochow area for the New Democratic Youth Corps.
There were 100 students in each course., and each course was to last three months.
