le The use of the telephone system for conferences hla.s been started by the railroad
communications., power communications, and postal communications departments of
the Chinese Communist Government and by municipal organizations of principal
cities in China. This measure is designed to reduce waste of time and is
limited to use by administrative organizations, who are permitted to discuss
unclassified information at these meetings. This measure has been instituted
on a trial basis. Military organizations have not yet been authorized to use
it.
2. The procedure for holding such a conference usually involves the initiating
organization writing a memorandum concerning the subjects to be discussed and
indicating the organizations which will participate. The initiating organi-
zation is responsible for the conduct of the conference.
