1. On 1 September 1952 the Chinese Communist Ministry of Public Security ordered that
municipal public security bureaus under direct control of the major administrative
areas organize finance and economics public security tui (7130)4 These organizations
will be formed to safeguard the financial and economic structure of the nation
against interference by counter-revolutionary elements. They will be organized as
follows s
a. Designations The (name of city) shih (1579) (i.e., "city" or "municipal")
Fanen~~ and~Economics Public Security (Type of unit) (The unit maybe a
fen (0435) tui9 chung (0022) tuiI to (1129) tui9 or tsung.(4920) tui9 depend-
ing upon the size of the force.)
b. Organizations: The organization of the finance and economics tui will conform
to the organization of the public security division garrisoning a particular
city. For example, if a public security tsung tui is garrisoning a city, a
finance and economics tsung tui will also be formed in that city.
c. Source of Personnels Personnel will be drawn from garrison units now stationed
a various financial organizations, factories, mines, and other industrial
enterprises.
d. Weaponss Weapons will be issued by the shih public security bureau.
e. Rationss Rations will be the same as those issued to public security forces.
f. Lines of Controls The finance and economics tui will be under the dual con-
trol of the s i garrison command and the shih public security bureau.
