1. The Central Institute for Scientific Research and Planning (ICEPS),
Bucharest, carries out tests and analyses on behalf of the Ministry
of Industrial Chemistry. For research work the Institute uses the
laboratory of the Polytechnical School.
2e In 1950.9 the director of the Institute was Professor Nenitescu, who
has probably resigned since he was not popular with the Communist
Party leaders. A second director was Professor Blum, a distinguished
Whemist-specialist doing oil and coal research work.
3. ICEPS has several departments, of which the following are known.-
coking coal, pharmaceutical products, and metallurgy.. In the coking
coal department, four or five engineers are working on a formula for
the production of coking coal. The result was to be a metallurgical
coking coal, produced from local anthracite and oil coke., of better
quality than the imported coking coal. Soviet engineers had drawn up
plans for a factory in Hunedoara, and in 1950 the building was begun.

4. The pharmaceutical department of ICEPS produced chloromvycetin,
sulfamides and other antibiotics. This department maintains several
test plants, one of which is a factory at Dudesti-Ciopleay Bucharest,
employing 30 workers. One of its products is.phenacetin.
