THIS DOCUMENT CONTAINS INFORMATION AFFECTING THE NATI.ONAL DEFENSE OF THE UNITED STATES, WITHIN THE MEANING OF TITLE 18, SECTIONS 793, AND 794, OF THE U.S. CODE, AS AMENDED. ITS TRANSMISSION OR REVE- LATION OF ITS CONTENTS TO OR RECEIPT BY AN UNAUTHORIZED PERSON IS ARJUNJ was unloaded by Soviet workers specially brought by the SS ISMAIL. The area near the ship was forbidden to civilian personnel. 2. The workers engaged in discharging the cargo wore gas masks. 3. The cargo was transported to a train at Constanta-Port from which it departed in the direction of Bucharest. The train was declared (sic) as a munitions transport. 4. Although the normal complement of military personnel accompanying munitions or military trains in Rumania has been from 16 to 20 men, this train was convoyed by 32 to 40 men each of whom wore gas masks. at Dock No. 12 at Constanta, the Soviet cargo ship SECRET/ CONTROL.
