MEMORANDUM FOR: Deputy Director of Central Intelligence
StTDJECT : Proposed Program for Exploitation of CIA Alumni
REFERENCE : Staff Study, Subject: Exploitation of CIA Alumni,
dated 23 April 1962
1. This memorandum contains a recommendation for approval by the
DDCI. Such recommendation is contained in paragraph 4.
P. In approving the recommendations contained in Reference on
1 May 1962, you requested submission of a detailed program for approval.
Accordingly, a ,proposed Regulation and companion Office of Personnel
Memorandum on the subject are attached at Tabs A and B respectively.
3. The idea of establishing a central record in the Office of
Personnel of former employees who are contract agents as outlined in
paragraph 2c of the proposed Regulation met with considerable opposi-
tion throughout the DD/P area during the course of informal coordination.
However, it is considered essential that a central record of such per-
sonnel be maintained at some point within the Agency, either in the
Office of Personnel or in an Office or Staff within DD/P, in order to
insure that full utilization is being made of the Standby Reserve and
that routine correspondence is not mailed to individuals being used on
a. current basis.
It is recommended that the proposed Regulation-04 Qff4aa_-o0X-
approved for coordination and publication.
