SUBJECT : Review of CIA's National Defense Executive Reserve
REFERENCE: Memo for DDCI fr D/Pers dtd 4 Oct 62. same subject
1. Mr. has communicated to me that the Assistant
Deputy Director (Intelligence) objects to referenced memorandum con-
cerning the National Defense Executive Reserve on the grounds that it
does not reflect the fact that the Agency's participation in this program=
has really been window dressing for intra-government public relations
purposes. The fact is that the Agency has intentionally made no real
attempt to establish an executive mobilization reserve which would be
competent and available to assume post-hostilities direction of the
Agency.
25X1A9A 2. Mr. land I agreed that the present position of the
Agency with respect to the Executive Reserve activity should be clearly
and succinctly brought to General Carter's attention. However, we agree
that the referenced report should not be amended to reflect the true situa-
tion, but, rather, the report should be withheld pending General Carter's
decision with respect to the Agency's participation in this program. We
have conferred with the Executive Director who agreed completely with our
position and advised us that >{iie would orally explain our position to
General Carter.
3. In our discussion with the Executive Director, it was brought
out that the Agency does not know what its wartime mission is, if any,
and that the maintenance of a large scale Executive Reserve covering
all present missions of the Agency would be expensive and time con-
suming. The Executive Director indicated that he would recommend to
General Carter that the Agency withdraw from this program on the under-
standing that it would operate its own mobilisation plan. In this regard,
it was agreed that we probably should rely exclusively upon our records
and programs for keeping tabs on our more experienced senior alumni.

Remarks: Let us phase out our participation in this
program, and in its stead let us use the Agency
Reserve which we last discussed in General
Carter's Office with Mr. Dulles last spring. I
think that your office should prepare some type of
a reserve plan which should be circulated to all
components for their comment and agreement.
As I see it, our Reserve would consist of consult-
ants and alumni, but we would not go through any
expensive procedure of security upkeep or
training, but would be satisfied with maintaining
contact.
