Dear Mr. Plesmtinga
Thank you for your letter of 23 February 1956 transmitting
Executive Order 10660 and ODM Order 1-21 on the Civilian Executive
Reserve. We are greatly interested in this program and appreciate
your selection of the Central Intelligence Agency as a possible par-
ticipant.
Mobilization studies which have been conducted to date in
the Agency indicate the need for a civilian reserve, although the size
and composition remain to be determined. We are calling for a review
of our mobilization planning in light of the criteria and guidance
furnished by you. The results of this review will be reported, as soon
as practicable, to the officers you have named in your letter.
The Director of Personnel will be the action officer for the
Agency in this matter.
