'ASAHI' URGES PRC TO WITHDRAW TROOPS FROM VIETNAM

[Text] It ie said that the ChineRe invasion of Vietnam is probably no
more than a limiCed military action. However~ the ~olt and the scare
which Che Chineae incuraion has given the world are big, and tension in -
Asia i.e mounting.
In a statement reported by the XINHUA on Sunday, Bei~ing cited Vietnam's
border violations and acta of provocation as reasons for its intrueion.
Whatever the reasons, however, the use of peaceful means to settle
international dispuCes is a basic principle upheld in the United Nations
~harcer.
Japan, particularly, which has a peace constitution renouncing war, cannot
approve of such a military ac:ion. _
In their treaty of peace and friendship, Japan and China pledged that they
would oppose attempts by other countries to establi~h hegemonism. If this
epirit of antihegemonism is to be taken in a universal sense, restricting
apecific countries only as ob~ecta of antihe~emonism and attemptin~ to -
control other countries on the argument Chat "if you invade, we will do
the same without fail" will meau a manifestation of hegemonism.
During the Vietnam war, we maintained that the withdrawal of U.S. troops
~ from Vietnam was a condition essential far peace in the area. Just because
China and Vietnam are socialist countries, there is no reason for one of
them to invade the other. If foreign troops remair~ in the three Indo- _
chineae atatea, all of them ehould withdraw to their home countries.
In a dispute between two nations, a big power is called upon to exercise
stronger self-control than the other. It is necessary for China first to
halt military action, pull out its troops and adopt a pe~ceful stance for
settlement of the dispute through talks. By doing so, Bei~ing may be
able to avert being hit as chauvinistic.

~ Meanwhile, like Che pact between Vietnam and Laos, the treaty of peace,
friendehip and cooperaxion concluded b}~ Hanoi recentl,y wiCh the new ~
Cambodian (3overnment under Heng Samrin, there ia a clause (Article 2)
hinting thFir Vietnamese troopa will remain in Cambodia. Hanoi should
xefrain fram keeping ita Croope in Cambodia, which will intenaify ten-
sion, and from making impetuous moves, suah as c.oncluding "special
relationa" like those propoaed for the talked-about Indochinese Federa- -
Cion.
Further, the countiy which we earnestly hope will act with prudence is
tha Soviet Union. Moscow, which concluded a treaty of friendship and
cooperation with Hauoi, has come out with a statement that it will
obaerve thE: obligations in the Ruaso-Vietnamese pact. It is because
of this thf~t the U.S. is concerned over pnssible clashes on the Sino-
Russo bordt:r.
If .the Sov:iet Union, by using armed force, checks the Chinese incursion
into Vietnam, the conflict may escalate as the two powers, seeking to
"punish" each other, step up their responses to maintain their prestige.
To cope with thia new crisfa, Japan should strongly demand that the coun-
tries involved make efforts for peace~ muster internxtional endeavors For
- long-term atability in Southeast Asia and help ahape world public opinion
op~osing a,ll military action. If the UN Security Council is to be opened, -
we want Je~pan to call on China and the Soviet Union not to invoke the
veto right merely for their own convenience, and to make efforts so that
the permanent members of the council will concur in their views.
- Japan should not, even in the slightest degree, lean to one camp. It
should~play its international role by promoting peace to set{,le the
diapute.

the radio said: "Over 100 large and small islands, including the Penghu

include a heliport, a light house, and a port of shelter in the Senkaku
Islands. These facilities are to accammodate those investigators sent by
