do7.~ars �rom legal drug use while spending only a fraction t~ deal with drug
~~roblems .
At the official launching of his book "Drug Awareness" in Melbourne yesterday,
Ih. Milner criticised inquiries into drug use for their dubious value and ~reat
expense. They ~ave the false impression that something worthwhile was being
dotte about drug problems.
}~c: claimed that the recent South Australian Royal Commission on the nonmedical
use of drugs had understated its cost by more than $700~000.
Ih~. Milner, the Australian consultant to the International IJrug Abuse Preven-
- tlon Programme, said the commission would have cost $1.5 million during the
two years it sat and not less than $800,000 as claimed. '
Gov~rnment action on previous drug reports, in 1966, 1971 anfl 1~73~ could have
alleviated the effects of escalating illicit drug use~ he said.
"Productivity would have been better, 'accidents' at work~ on the road and in
the home fewer, sickness and pension costs less--thus lea:�ing more funds for
the positive aspects of life~" he said.
Instead, Government inactivity had left society with "social tow-trucks, amtu- `
lances ar.d casua.lty departments to pick up and patch up what are essentially
political accident victims."
