[Excerpt] A United Patriotic Front
In ita invasion of Kampuchaa, Vietnam is trying to wipe out the Kampuchean
people. We should set aside our selfieh intares~e and devote eyerythfng in
our power to the salvation and defense of our fatherland. To that end, we
called on Norodom Sihanouk for the purpose of forming a national united pa-
trioCic front. Anyone who resists Vietnam will be welcomed in to the front.
~ If Norodom Sihanouk ia truly prepared to fight the Vietnamese aggressore, the
people will eupport him. It ie the people, under the command of the Govern-
ment of Democratic Kampuchea, who are actually fighting the Vietnameee ag-
gresaors with arma in their handa. Ther.e is a need for unity. We hope that
as the situation develops, all patriotic foraes wi11 uaderstand this need
for unity. There will be a role for NorAdom Sihanouk to play. Whether or
not he should be restored to the position of chief of state--the position
currently held by Khieu Samphan--would be considered in the future if the -
situation then ahould warrant his reinata~tement. On the batt].efield, we
are already cooperating with those who formerly }~~elonged to the right wing.
An International Confereace on Kampuchea -
It was Norodom Sihaaouk who proposed an iat~rnational c~nference on Kampuchea. .
The proposal, however, wae promptly re~ected bq Vietnam. All we can say is
that we wi11 carry on our anti-Vietnamese etruggle in every field. The _
central issue ie whether or not the Dietnameae troops will withdraw from
Kamp~chea.

[Text] Prime Minieter Pol Pot and other Cambudian leadere are in good
health and all are direct~ng the gu~rrilla war against the Vietnameee.
' This was revealed by Ieng Sary, the vieiting deputy premier and foreign
minieter of the Pol Pot government~ in an exclueive interview with the
ASAHI SHIMBUN held at a hotel in Tokyo on Thureday evening. _
~ The Cr~mbodian viaitor ehowed photographs af Premier Pol Pot and other
= leaders said taken in early May to back up his atatements.
~ Ieng Sary said that hia government wae making preparatione for negotiations ~
with Hanoi, if necessary, for the withdrawal of the Vietnameee troope from
j Cumbodian territory and for a halt in Vietnameee aggreesion.
Here for the third time after hia previoue visits in June and October last
~ , year, he stresaed that the situation was turning in favor of the Pol Pot
regime.
Since the beginning of the rainy aeaeon, the Cambodians have been able to -
_ withstand enemy attacke throughout the country~ he said.
He reported that the ~fetnamese troopa were becoming tired. The Vietnamese
. troops were losing their will to fight and many oP them were fleeing to
their country~
According to Ieng Sary, the yietnameee in the beginning sent 150,000 troopa
to Cambodia, but the Pol Pot forced killed or wounded 40,000 of them.
He said that the Pol Pot regime had a regu~ar army of more than 100,000 -
prior to the Vietnamese invasion late laet year.
The Pol Pot forces now number about 300,000, including the regular troops
~ which have ~oined guerrilla units made up of the people and the militia,
Ieng Sary said.

At the outset of Che interview, Foreign MiniaCer Ieng Sary expreased grati-
tude thar Japan had pledged to continue to recognize the Pol Pot govcrnment
as the legitimate government representing Cambodia.
Ne said the promise was made by Foreign Minister Sunao Sonoda whom he had
meC earlier the same day.

[Text] U.S.-Taiwan Relationa
Hayashi: Tl~e REpublic of China (Taiwan) ie now in the "era of Chiang Ching- ~
kuo." What foremoat problema have confronted the ROC at home and abroad
since the U.S.-China normaliZgtion?
PreaidenC Chiang: On 16 December last year, the United Statea accepted Com-
munist China's so-called "normalization" plan. That amounted to destroying
something like the Great Wall with its own hand. It ~olted the trust in Che
United States entertained by its f~cienda, eapecially free Asian countries.
The for+~uiast inCernal probleme facing Che ItOC under thia shock are how to
minimize it~ impact, how the spirit of independence and seif-reliance and,
more importantly, how to augment our cloae apiritual and organizational tiea
wiCh the millions upon milliona of compatriots on the continent. The most _
, urgent external problem ie how to cloaely cooperate with various countries
in the free world in varioue ways, how to promote bilateral and multilateral
relations with them in practical ways, and how to maintain common stability
- and proaperity. We have been able to overcame all kinda of difficulties
through united efforts by staading firm with dign3ty and being self-reliant '
with vigor. We wi11 continue to build a bright future under the eame prin-
ciple and plan.
Hayashi: Mr President, how do you think the Sino-U.S. normalizaCion will
affect the future of Taiwan?
President Chiang: The eeCabliehment of diplomatic relationa between the -
- United States and Communist China produced preasures on Taiwan under the
ob~ective circinnatances, but thoae presaurea have failed to deprive us our
will or to weaken it. On the contrary, the noimalization has made ua more

clearly cognizant of our heavy reapon~ibili~y in ~he world ane~conununiet
movement for Freedom and democracy and e~irred ua ~o ite ful�illment.
Hayashi: Mr Preaident, how do you think of Che "U.S. defense commitment"
concerning the sacurity of Taiwan? Can you trus~ the U.S. Administration and
- Congress? Ta there any poseibiliCy that the defenae commitment will be good
in name only?
President Chiang: The United States declared tihat it would termina~e the
U.S.-ROC defense ~reaty as of the end of ehie year. Nnwever~ the United Statea
has ahown great concern about the aecurity of Taiwan by recen~ly paseing
bills on "relatione with Taiwan." Preeident Carter eigned them into law.
Thie meane that the interes~s of Ta3wan and tha United States conform on a
long-Cerm basis. In other words, if united both will gain, but if divided
_ both wi11 lose. If Che United Statea takes naCe of thie, it W~.ii not do
anything again that wi11 betray ite friend. We on our part wi.ll build up our
defensea.
Hayashi: Mr President, what ia your appraisal of the U.S. legislation on U.S.-
Taiwan relations in terms of Taiwan's future ties with the United SCaCes?
President Chiang: We atill regard the United States as the leading power of
the free world and wiah Co promote ROC-U.S. friendship and cooperation in
various fields. Naturally, we prize the frier.3ly considerations ahown by
Che United States in ita legislation on reiationa with Taiwan. However~ the
true worth of this legielation depends on whether or not the Unfted SCatea
= will cnnstructively implement it with full aincerity. The present U.S.-ROC
relationship adequately provea that the maintenance of practical relatione
between Che two countries is a necessity faf both and will benefit both.
Nationalist-Chineae Relationa
Hayashi: Bei~ing is doing its utmost to realize Nationaliat-CommunieC co-
operation. Mr President, what do you think Bei~ing's goal, is and whaC ie
your assessment of the possibility of peaceful unification?
President Chiang: Bei~ing's stance on cooperation and its propaganda on
peaceful unification are aimed at deceiving the free world and weakening sup-
port for the ROC. They are also aimed at weakening our morale and paving the
way for military invasion. This is a typical trick of Communiat China. We
learned that from history. In short, what the Chinese communists call "Na-
tionalist-Communist cooperation" is aimed at realizing the plot to destroy
the Kuomintang under the pretext of "Nationalist-Communiat cooperation."
That is why we will never enter into negotiations with Communiat China."
Hayashi: Through relations between Taiwan and Mainland China are left with-
out a full settlement, would you consider postal and family exchangea, joint
participation in international sports activities and even economic inter-
course?

enough. We mueC aleo rely on the epirit of people counCering a common enemy~
on the epirit and morale of people who rise and rally againet it. If the
Crnamuniat Chineee invade Taiwan~ Penghu, Quemoy or Matau, we are fully con-
fident that we can repel them. Furthermore~ reeietance againet the repres-
eive rule hae increasingly been in evidence in the Mainland in the paet 6
- awnthe. Should the Co~unist Chiaese invade Taiwan~ the antieommunisC force~
in the Mainland would certainly seize the opportunity and rise to fight eide
by gide vith us and crush the commuaiat government. _
Hayaehi: Do you consider the arma supplied by the United States are adequete
to defend ~aiwan? If Taiaan needs more arma, vhat are they? HoW do you
plan to obtain thoeQ arm8 coneidered nece8sarq for Taiwan's defenae7
President Chiang: Thoae arms currently being eold to our country by the
United States will fall ehort of our requiremente. Our goal is to promote
security an~ etability in the Pacific region. I believe Chis goal ie shgred
by the United States~ too. The erms ae want to obtain now are those ahich
ae need to secure our air end maritime traffic to and from Taiwan, Penghu,
Quemoy snd Matau free of any hinderance, thue defending the intereate of the
free aorld as a Whole. The arms for this purpose irould include high-perform-
ance defense aeapons such as hi~h-gerformance aircraft and sophisticated ais- -
silea. ~le arill primarily purchase theee veapona from foreign Zountriea, but
at the same time we are davelopiag our oan defenee tachnology and induatry
under the principle of eelf-reliaace.
Hayashi: Nainland China is receiving aseistance from Japan~ the Uaited
Statea and European counCries in 3mplemeatiag its modernization programe. The
United Statea in particular approves of Nest European countries' arms aid to
B~i~ing. At the same time~ the Uaited States ie itaelf pramotiag ecientific
and technological cooperation afth Bei~ing~ vhich virtually amounts to arme
