[Text] Frozen Aid to Vietnam; Resumption Within This Fiscal Year Given
Up: Clarification by Foreign Ministry Source -
- A Foreign Ministry source, on the 12th, clarified the prospect that the
_ resumption of economic aid to Vietnam will probably result in bein~ car-
ried over to fiscal 1980. With this, it is viewed that [the Foreig~t Min- _
istry] has firmed up its intention in the direction of actually giving
_ up the resumption of aid to Vietnam, which aid has been frozen so far,
within this fiscal year, because the situation in Cambodia is still un- -
stable, as it is expected that the Vietnamese Forces will carry out
- operations to m~p up the Pol Pot forces guerrillas.
Importance Attached to Military Situation in Cambodia
Concerning the reasons for this, the same source cited the following points -
in addition to the unetable military situatian in Cambodia: (1) The
frequent use of Vietnamese waters, such as Cam Ranh Fay, by Soviet war-
ships, and the pos~ibility of [Vietnamese ports] becoming permanent bases;
(2) the various ASEAN nations' repulsi~n to action taken by the Vietnamese
forces in Cambodia; and (3) moves of public opinion in Japan on the resump-
tion of aid to Vietnam. The same source said: "Our palicy remains un-
chan~;ed.. However, it will turn out that the resumption thereof will probably
b e realized in April and after."
In regard to economic aid to Vietnam, when Nguyen Duy Trinh visited Japan
in December of the year before last, then Foreign Minister Sonoda promised
- to extend ~14 billion (~4 billion as nonreimbursible aid and ~10 billion
as reimbursible aid), as aid for fiscal 1979, the same as the amount =
_ extended in the pzeceding year. Later, [Japan] postponed the extending
of the promised aid, for the reasons of the outflow of large numbers of
_ boat-refugees from Vietnam, a sharp increase, from th~ second half of
= last year, in Cambodian refugees, who have fled to areas around the Thai
border, escaping f ram the w~ar in Cambodia, and the expected large-scale
dry-season attack against the Pol Pot forces by the Vietnamese forces.

According to the Foreign Ministry source, at present, it is estimated
that about 140,000 Cambodian refugees have flowed into Thai territory,
and that there are from 250,000 to 500,000 refugees in Cambodian terri- . _
tory.
However, the same source's ~udgment ehows that he attaches more impor-
tance to the military situation in Cambodia and the moves of Soviet
forces in connection with Vietnam, than the moves of refugees. It can
probably be said that it has become difficult to resume aid to Vietnam,
- for the time being.
The same source also clarified the following view: Even if aid to Viet- -
- nam is carried ouer to the next fiscal year, (1) there will be no problem
as to the ~4 billion in nonreimbursible aid, which will be defrayed from
the general account, if a step to carry it over is taken between [Foreign
Ministry officials] and Finance Ministry of�icials at the end of the
_ fiscal year; and (2) in regard to the ~10 billion in reimbursible aid, the
framework thereof will probably be secured in the next f iscal year, even
- if that amount is not carried over.
