Nazarov, first deputy minister of civil aviation, USSR, announced - that the high-capacity, four-engine jet aircraft, the I1-86, will be placed - in regular service on Soviet air routes next July. Mr. Nazarov specified that the airliner, equipped to carry 350 passengers, will be used first on rou~es linking Moscow with the spas and seaside resorts of the Crfinea ax~d the Caucasus. Since the beginning of the plan (in 4 years) Aeroflot has transported 393 million passengers and 11 million metric tons of ire~tght. This year the Soviet company expects to transport more than 103 million passengers, which corresponds to a traffic volume ~f 159 billion passenger-kilometers. Besides - the i1-86, the Yak-42 (:~20 passengers) and the Czechoslovakian L-410, a new STOL version of which is currently being tested, will be placed in reg- ular service. ` Mr Nazarov stressed that civil aviation is one of the most rapidly growing branchea of Soviet activity; but some deficiencies are pointsd out, namely with regard to non-mainte:~ance of schedulea: 12 percent of these cases are attributable to Aeroflot personnel. The average delay in baggage delivery, which was 30 to 40 minutes 3 years ago, has been reduced to 15 minutes. A - new automated passenger reservation system, the ASX-5, will be placed in _ service and will replace the Sirene system. With the creation of productive motor vehicle administrations (associations), the enlargement of motor vehicle transport en- terprises and the improvement of dispatcher cantrol operations ~ that resulted from this, it beeame possible to centralize the - planning and control of both intracity and intraoblast ship- ments. In this area~ a special place is occupied b~r the soZu- tion of optimization transportation problems with the help of computers: calculating daily shift assignments for drivers~ drawing up hourly schedules of motor vehicle operation for - grain and sugar beet shipments~ securiz~,g suppliers for custom- ers, determining the ancount of motor vehicle transport required for agricu3.tural product shipments and so on. The operational planning of shipments of brick~ gravel, sand _ and other cargoes~ with publication of the driqers' daily shift ~ssignment~~ is now widely used in ths branch. Computers are ~ - used to formulate freight delivery routes and publish the re- sults of oper~tions by motor vehicle makes, with an incif ca~ion of empty runs~ shipment volume and freight turnaver~ milea~e utilization, the amount of time rolling stock is in u~e, and - other insiicators. This had made it possible to free dispatch- ing persQnnel from the dailq planning of transport operations and to occupy themselves d3rectly r~~ith shipment proc3uction work. The daily freight delivery volume, as calculated witr~ the help of computers, is mare than 100,000 tons. 1'he solution of this , problem is causing a significant reduction in nonproductive freight ~otor ~ehicle runs and shor~;,ening the idle time lost _ during loading and unloading operations. Every year there are larger and larger shipments af grain~ sugar beets and other agricultural products from the thr$shing = floors of farms to the elevators that are made according to - time schedules worked out on computers. Although these ~ck~ed- ules were introduced at only 91 grain-receiving enterprise~ in 1978~ this year they have been implemented at 110. Th~ sched- ules make it possible to utilize more ftitlly the capacities of loadin,g and unloading machinery~ assign the rolling stock more - uniformly, and increase the latter's productivity. Unfortunately~ these days not all motor vehicle admin~.strations take this important question seriously. The Kus~anayskoye Freight Motor Vehicle Administra- tions Nos 1 and 2, for eaample both let ~hings slide. Aa a _ re~ult, the introduction of th~s progressiv method waa fru~- trat~d. Control centers, centralized motor vehicle detachments and dispa~ching points on the kolkhozes and sovkhozes were not even organised. T~iere were no practical lessons given to the workers at the motor vehicle transport enterprises and the pro- curement and agricultural organizations. The work was done no better in the Ural'skoy, K~yl-Ordinskoye and Dzhambulskoye Freight and Alma-Atinskoye Oblast Motor Ve- :~icle Administration~. Motor vehicle transport control is a complicated process. Therefore~ particular attention should be given to an automated - system tor the integrated processing of the basic primary docu- ments that keep track of motor vehicle transp~rt operations: drivers' trip tickets and goods transportation iavoices. It is when these documents are processed on a timely basis that we obtain all of the needed information. In the computation cen- . te.rs there is the technology for performing the necessary daily opsrations. Right now documents from 95 enterprises are being _ processed on computers. The leaders and services of motor ve- - hicle enterprises are receiving~ on a daily basis, such tabu- lated forms as the record of the fulfillment of the plan for limited shipments by tqpes of delivery of freight for a11 min- - istries and degar~ments on a daily basis and with a cumulative - tatal by volume ot' shipments and freight turnovet �or the ea- tire c~ientele, as well a~ a daily record of the results of mo- tor vehicle operations by Work crew, column ar,.~ driver. T~o years ago the new instructions "On the Order~of Calcula- - tions Por Freight Shipments by Motor Vehicle Transport" were approved~ as r?ell as aew type f'orms for goods transportation _ invoice and driver trip tickets, the use oP which is obliaatory for all enterprises~ organizations and institutions, regardless of their departmerital subordination. The documentation can be processed both by computers and vrith punchcard tabulating and ~ ke~board machines. Driver trip tickets and the transportation section of goods transportation invoices are filled out by the operating service of a motor vehicle tra~sportation enterpriseo The forms nust be filled out in strict accordance with the in- structions. Eaperience has shown that the dispatching person- nel of motor eehicle enterprises know very little about the or- - de~ in ~afch th.e documents are filled out. In the near future the GVTs [Main Computer Center] needs to eliminate tk~e flaws so that we rrill be able to formulate all the information - needed to analyze statistical and accountirag reports, iacludfng the autom~ted formulation of monthly reports, ext~a salary - - charges, fuel and lubricant consumption and ~o on. Along with the processing of driver trip tickets and goods - transportation invoices, in all the interconnected information - and computation centers it is necessary to arrange for comput- er printouts of baxik payment documents and work records. This will elimin~te the need Por writing them by hand. The daily submittal of payment warrants to the State Ba~k Will make it possible ~to reduce debt liabilities considerably and speed up the turnover of our fixe~i working capital. Timely settlements will be insured and the financial discipline of the motor vehi- cle administrations xill be strengthened. Besides this, when the daily duty plans for the motor vehicle operations are being formulated, it will be possible to allow for the ability to pay of the client being served and to solve problems about the feasibility of allocating motor vehicles. It is necessary to introduce Mith the help of c~mputers~ the writing of planned assignmen~s for drivers~ work cre~~ and mo- - tor vehicle columns ~ rrhich will ins~~re ~the efPective organi~a- tion of socialist coa~petition. Along with this~ at all possible points we should introduce automation of the calculations during the planaing of rolling stock maintenance. - For the purpose of imptementing operational dispatching of paa- " senger transport in Alma-Ata~ the SKB [Special Design Office] _ for Industriel Automation in Omsk developed an automated di.s- patching system for urban passenger transport (ASDU-GPT). The motor vehicle repair ser~rices play an important role in the - successful implementation of frsight shipment assignments. The technical prepareciness of the rolling stock depends to a con- siderable degree on the quality of repaired moto~ nehicles, en- gines and assemblies. All the capab~'lities for solving prob- _ lems related to controlling motor vehicl~ repair operations - with ~he help of economic and mathematical model~ and modern _ computers are already in existence. Considerable means have been allocated for the improvement and - further ;'.~vc_lOp1ri~3Ylt', of the automated control system for motor vehicle transport. Thie is approximately 42 percent of the total length of the 1�ine, or 10 percent of the total length of the railr~ade eerv~d by electric traction. At the present time, 99.8 percent of all freight ehi~ments on the Capital - Mainline is performed by advanced types of traction. The specialization of repair centers which hae been perfurm~d here with _ the aim of reducing the idle time for electric rolling stock under repair has also play~d an exceptional role. The theory of reliability as a measure for increasing the efficiency o� locomotive operation, increasing its uaeful operating time and reducing the idle time �or repairs has found broad application in the aystem of electric locmotive repair and maintenance on the line.
