[Interview with Prime Minister Phan Van Dong by PRELA correspondent

; [TextJ During a recent 6-week visit to Vietnam and Kampuchea which in-
cluded the northern and southern regions of Vietnam and a highway
journey from the oorder between those two countries to neighboring
Thailand, I evaluated some of the results of the Chinese expansionist
~ policy in the region.
The repeated threats made by Beijing of a"second lesson" to Vietnam and
the continued military and financial support of the remnants of the
Pol Pot regime, thanks to the Thai complicity, emphasized the seriousness
of the situation.
Ttiis was also emphasized by Vietnamese leaders, who did not try to con-
ceal the dangers and hardships impose3 on Vietnam by the constant Chinese
threats to Vietnam, Laos and Kampuchea, as well as the pressures and
blackmail exerted by other countries in the region.
When I asked Prime Minister Pham Van Dong to explain the Vietnamese long
range objectives in Southeast Asia, i.n view of Beijing's accusations
of Hanoi's expansionist aims in the region, he assured me that ''Beijing's
slander; do not surprise me."
"It is the usual tactic of the thtef who cries 'thief,' The people in
- the region are well acquainted with China`s expansionist aims toward
Vietnam, Laos and Kampuchea and other countries in Southeast Asia.
It is the continuation of a traditional policy followed by several
Chinese feudal dynasties.
Regarding the Vietna~ese ~,pople, their grinciple continues to be Ho Chi
;Kinh's s.togan: "Nothing is more precious than freedom and independence."
The more we love our independence and freedom, the more we love that of
other people.

With its successes and its firm opposition to the Chinese expansionist
policy, our people have preserved their independence and freedom and
at the same time have helped to safeguard that of other countries in
Southeast Asia.
The most fervent desire of the Vietnamese soc~alist republic government
_ and people is to do th e utmost to ccnsolidate and develop cordial rela-
- tior.s of goodneighborliness and multilateral cooperation with the
countries in Southeast Asia, and to jointly build a region of peace,
prosper~*_y and stability.
' Our policy is that of peace and friendship with all countries both far -
and near, including the Chinese people. This will be the last word '
against all the attacks and aggressiens of imperialism and expansionism. `
Regarding the main tasks and priorities in Vietnam, bearing in mind the
repeated Chinese threats, backed by the deployment of 20 infantry divisions
alang the two countries' border and the building of airports within
7 minutes flying time of Hanoi, Premier Pham Van Dong told us: "We have
before us two especially important tasks: to build socialism success-
fully; and to efficiently defend the socialist country. Each Vietnamese .
is at the same time a fighter in the production front and in national
defense. These are glorious and diff:cult tasks which our people have
carried out historically with honor. If one goes back into history, one
sees how our people have developed in all fields during their struggle
against the northern aggressor and in the defense of the fatherland. .
In terms of the existing world situation, the Vietnamese people work
- tenaciously in the building of the socialist country, with a modern
agriculture, industry, science and advanced technology, to build a
civilized and happy system. We have man~ problems to overcome but our -
people are intelligent, hard-working, courageous and wi11 make good use
of the country's abur.dant resources. We trust our forces, try to obtain
' the support of friends all over the world and are convinced that we
shall triumph in the mission of buiiding socialism and defending the
- fatherland for the good of the people and the interest of peace,
national independence, democracy and social progress in the whole world."
In spite of huge ~aterial diffi.culties, the Vietnamese people's army _
was withdrawn from mar~y construct~on projects to defend our borders
and a large amount of our manpower was diverted to defense projecLS.
To my question on whether. the Vietnamese people could continue suffering
these hardships after so many years of sacrifices, Pham Van Dong
~ replied: "Our peeple see things panoramically. There are many problems
after 35 years of war when ae struggle against French colonialism,
~ U.S. imperi3lism, including the destruction caused by their air force,
and later against Chinese aggression. -

Our people know that we are doing everything possible to find just solu-
*_ions to our problems with China which does everything possible to creat e
more problems. Even if the Chinese are unable to launch another war,
they do everything possible to cause problems for our already retaided
economy, further weakened by a series of natural disasters.
We do everything possible to overcome problems, and our people know it.
We need time, but we are pressed because our situation demands rapid
solutions and changes, especially in material conditions.
Regarding the vast campaign waged against Vietnam in the Western world- -
a campaign in which China is participating--Pham Van Dong said:
"What else can we expect? This campaign is waged by those who were de-
feated at Dien Bien Phu, in the long resister~ce wars, by the Ho Chi Minh
campaign and in the Chinese invasion.
These are the ones who were defeated in Kampuchea and in Laos and who
have been defeated all over the world. They are just a coalition of
defeated imperialist~ and expansionists which in fact do not concern us
much.
