- Development Undertaking in South Vietnam on Offshore Continental Shelf"]
[Text] (Moscow 4 July by Special correspondent Sano) For some time,
Japan, the United States and others have shown considerable interest in
_ exploring and developing southern Vietnam's offshore continental shelf
~ as a potential area holding great oil and natural gas reserves. Moscow
has now announced that the USSR is going to undertake the exploration
and development of this potential on a grand scale. The annouacement
came in the form of the signing of an "Agreement between the USSR and
Vietn3m to jointly explore and develop oil and natural gas in the conti-
nental shelf off southern Vietnam (formerly Souzh Vietnam)." The agree-
ment was brought to light at the dinner party at the Kremlin hosted by
President Brezhnev for visiting Vietnam government leadErs including
Le Duan, party secretary general, and Premier Phan Van Dong.
Japan and the United States and also France have been keenly interested
in the oil lying under the continental shelf off southern Vietnam. This
. interest had been manifested in the attempt to tie in exploration and
development into post-Vietnam war aid to Vietnam which had progressed to
the point of actual negotiations, according to reports. However, the
Sino-Vietnam war caused Hanoi to suddenly establish close ties with the
Soviet Union and the West's protests over Vietnam's invasion of Camdobia,
reinforced by economic sanctions against Vietnam, further alienated the
West's chances of participating in developing offshore oil field poten-
tials.
1'he political overtones are clear. The openness with which the Kremlin
is countering the Japan-United States effort to develop the Pohai Gulf
seabed oil fields together with China is aimed at publicly "restricting
and rolling back" that cooperative effort. This evidence of Soviet in-
trusion into the development of Sorltheast Asia's natural resources has
ma~or strategic implications of its political and diplomatic intentions
for the 1980's.

'Phere is another point on which interest should be focused. Amidst a
military crisis involving militia clashes on the Cambodia-Thai border,
- the leaders of the USSR made no move to ~ffer any military assistance to
Vietnam overtly even though the leaders of Vietnam had "thrown in with
the Kremlin." Instead, the Sov iet Union gaudily promoted its economic
cooperation involving the development of southern Vietnam's offshore oil
fields. Vietnam which had secretly been anticipating the West's help
in its postwar recovery, had its hopes dashed by arousing the West's ire
with its invasion of Cambodia. There is no doubt that in the area of
economic recovery, Vietnam is hurting badly and the only way out for
Hanoi now is to strengthen its ties with Moscow. It can probably be
assumed that Hanoi's handing over southern Vietnam offshore oil field
development to the USSR indicates an overall slanting of its relations
toward the USSR.
The question mark is, however,~the USSR's oil field development techno-
logical capabilities. Is the Soviet Union which is looking for techno-
logical cooperation from the advanced nations of the West to develop its
own oil fields, capable of single-handedly undertaking the large-scale
exploration and developmental task involved in southern Vietnam's off-
shore seabed oil fields? Western sources' analyses lead them to think
that the long-range plan of the Soviets is to try to induce France and
West Germany who may be relied on as partners in detente, to cooperate
in the developmental program. The same sources see this as a means of
economic and political restraints against Japan which is tied to the
United States in its economic sanctions against the USSR.
(Note) Since during the Vietnam war, the government of South Vietnam was
in negotiation with various Western oil interests to develop Mekong off-
shore oil fields. Although the amount of oil reserves in that area has
not been confirmed, it is believed to be by far the largest in Southeast
Asia. The continental shelf area involved in the current agreement with
the USSR has not given rise to any territorial rights dispute.

[Text] The Vietnamese Government has decided to turn down oil development
, assistance proposed by the Japanese in preference to securing technological
assistance from the COMECON countries, centering on the Soviet Union.
Yersons concerned with trading with Vietnam said that Vietnamese authorities
have indicated that they no longer intend actively to seek technological help
from the Western nations, including Japan, in propelling their oil develop-
~ ment projects.
Vietnam is regarded to have the richest oil deposits in the Far East after
China.
The latest disclosure of the trading quarters thus means that possibilities
of the Japanese taking part in oil development in Vietnam ~ust about have
vanished as the af termath of the border clash between China and Vietnam.
Such a change of Vietnam's views in favor of the COMECON nations is said to
have been revealed by a responsible official of the Vietnamese Government
when the Japan-Vietnam Trade Association of Tokyo recently sent representa-
tives to that country.
They learned that prosp ecting work undertaken by Russian engineers already
has advanced to the stage of making preparations for undertaking oil pro-
duction.
The Vietnamese off.icial reportedly revealed that Vietnam might be able to
decide on exporting the oil it produces by the latter part of next year, at
the earliest.

Prior to the Sino-Vietnamese border conflict which broke out in February,
last year, talks had b een hardening for Japanese participation in Vietnam's i
offshore oil prospecting.

For instance, Nippon Marine Development Co., Tokyo oil developer, was
slated to submit an application for a mining concession with Elf-Aquitaine
of France, while Japan National Oil Corporation had been er.,,.~ged in talks
with Vietnam's oil & gas bureau on such matters as undertaking local re-
- fining of the crud'~ to be produced in that country and obtaining a part
of it for Japat?.
However, informants noted that as to Japan National Oil Corporation, it
then already had been offering technical cooperation in China in under-
taking oil development in Pohai Bay and off the coast of. the East China
Sea.
As such, Japanese approaches to Vietnam on oil development pro~ects in that
country also dulled with the worsening af relations between Beijing and
Hanoi.
Prior to switching its interest to securing help from the COMECON nations,
Viztnam is reported to have made repeated overtures to Japanese oil interests
~ through trading firms on accelerating talks on its oil projects.
As for the Japanese, the subsequent confrontation between the Soviet Union
and the U.S. over the Afghanistan issue and the moves of Vietnam thereafter
to move more closely, with the COMECON nations led them inevitably to become
more hesitant in offering technical assistance to Hanoi.

Text HO Chi Minh City, llth Precinct--So ma.ny phenomena which are very ;
remote from "socialist ideals" are found in the city that made a fresh i
start by assuming the late Premier HO Chi Minh's name five years ago. It ;
is flooded with prostitution, black markets, black market dollars, illegal ;
ticket brokers, gambling, unemployed people and foreign-ma.de products. '
In addition, there are complaints and dissatisfaction from those who are ~
unable to cope with the social reform. Do these people still run after ~
- the illusion of Saigon in the middle of the big palm of a hand called -
socialism? The latest face of HO Chi Minh City is reported here.
Deserted Dong Khoi, former Tu Do, at night. A cyclo having a woma.n on
board closely followed me. The driver talked to me in Japanese, "200
dong (About ~20,000 in terms of the official rage)." The woman winked at
me. Several such couples ha.ng on to the very few foreigners (long-term '
residents and sight-seeing tourists). Several bars with "rooms upstairs,"
have opened, although such had been out of sight since liberation.
Tourists from nations on the Eastern side, instead of US soldiers, have
them prospering. The Vietnamese Tourist Office which is supported by the
Government holds dances at the former Rex Hotel every Saturday. Although
~ there is a night-club type atmosphere, sometimes Russian folk music is
played. Management is wholesome. This comes from such consideration as
not to attract tourists to old Saigon-type bars, but
The black market is tens of times bigger than the "Ameyoko" in Tokyo.
Innumerable street stalls line up, even into alleys, centering on Le Loi
Street. Goods spread on the ground can be classified into materials in
reserve before liberation, goods sent from overeseas residents, products
illegally channeled from dollar shops, and smuggled goods. Such medical
equipment as syringes, stethoscopes and camping equipment are apparently
"property" left by the US Forces. There are Swiss watches, German cameras
and the latest models of Japanese radio-cassette tape recorders, desk
calculators and digital watches, which products were al;. traditions~of old
Saigon. Gold and US dollars, although they are black ma.rket items, are

People were gambling at cards in public on the street in broad daylight.
I was watching the cards moving. Then, a decoy who was standing by me
squeezed dong bills worth several ten thousand yen into my pocket as if
telling me, "You won." I took them out to return the money to him in a
hurry. There were boys who were smoking hashish and drug-addicted vagrants.
In front of the bus terminal theater, I saw illegal ticket brokers who were
selling tickets at prices five to 10 times higher than the official p~ices.
HO Chi Minh City People's Committee Vice Chairma.n Quang Chanh emphasized
that "We have been fighting against the social vices which the lackey regime
left. We have given jobs to one million unemployed people, and treated and
educated several ten thousand prostitutes and drug addicts. We set up
schools for youth and prepared houses for vagrants. We have fought battles
for 30 years in order to secure independence. We cannot solve all the
difficulties in five years after liberation."
I found an old ma.p of Vietnam at the black ma.rket. The store owner charged
me the exhorbitant amount of "50 dong," (about ~5,000). Fifty dong is
equivalent to a young worker's one-month's salary. I insisted on making
the deal for 40 dong successfully. However, the store owner, who was keep-
ing an eye on a 10 dollar bill in my wallet, said, "I wi.ll ma.ke it $10."
I learned later that he made big money out of this deal. The black market
rate of 10 to 16 dong per dollar was a co~aon-knowledge rate at the HO Chi
Minh City market (5 ~0 6 times more than the official rate). Black market
dollars are a souvenir left by the war economy. Those people who were
_ unable to trust the currency of the "lackey regime" collected gold and
dollar bills. Such a custom still persists. It seems that the Hfl Chi
Minh City market has not been able to extricate itself from such a double
economy.
However, there is a view that demand for dollars has risen abnormally high
these days. The view says that Chinese merchants and some Vietnamese who
plan to flee the na.tion need dollars. However, the truth was not available.
Ar.other mystery is that the distribution of foreign products (especially
cigarettes and Western liquor) is out of control. Dunhills and Johnny
Walker are found in almost all stores at the Hp Chi Minh City market.
There are innumerable products of world-wide brands, including Japanese
canned beer, Soviet brandy, US soft drinks, etc. Some Western liquor and
- cigarettes taste different from the real things. A situation like this
seems to sweep over all Vietnam from the streets in Hanoi in the north to
stores at the tip of the Mekong Delta.
A Vietnamese Government source explains that "It is a temporary phenomenon
resulting from distribution by some dishonest foreigners who buy things at
dollar shops (tax free) for foreign tourists." However, such an explana-
tion is not quite oo nvincing. Some explain that products sent by Vietnamese
overseas and smuggled items are on the market. However, no one is able to
explain convincingly the flow of the large number of foreign products as
an economic phenomenon.

It is certain that compared with Hanoi, HO Chi Minh City is far more
affluent. There are abundant goods, a city environment, and many cultural
facilities. People are open and cheerful, and full of energy. However,
when they were asked about life after liberation and changes in the city,
many people changed color and shut their mouths. For example, they asked,
"Are you a socialist?," as if in confirma.tion. When they understood that
I am a Japanese, they finally talked about their difficult livelihood,
and made nasty rema.rks about people from Hanoi, frankly.
I also heard moving stories from those who lost their breadwinners and
those who were ph~sically and mentally injured in the war. There were
people who were planning to flee the nation. Many of them were without
jobs, savings and "revolutiona.ry connections" and yet well accustomed to
the city life of the former period. "We told them 'Let us construct our
nation together.' However, some said that they did not want to stay here.
It is certain that we are leading a diffi^u1C life now. However, we had
two wars in five years after the liberation, although the 30-year war
ended. The Vietnamese are tackling two difficult tasks of fighting
against invasion and re-constructing the economy at the same time."
